Celia Leonard
Attorney Leonard joined the law firm of Beliveau, Fradette, Doyle & Gallant, P.A. as an Associate in 2011.
Formerly General Counsel to the New Hampshire Banking Department and Counsel, Vice President and Secretary at
Citizens Bank New Hampshire, Attorney Leonard focuses her practice in the areas of financial services and real
estate. Attorney Leonard has advised national and state banks and credit unions as well as non-depository trust
companies, mortgage lenders and originators, other consumer lenders and loan servicers on the wide range of
federal and state laws and regulations that impact financial services companies. She has significant experience
in regulatory compliance, including Truth in Lending (Regulation Z), RESPA and S.A.F.E., responding to consumer
and regulatory complaints and inquires, policy development, and state banking agency examinations and proceedings.
Attorney Leonard is also adept at handling corporate governance and board matters and has actively participated
in law and policy initiatives at the state level, drafting and negotiating rules and bills on behalf of the New
Hampshire Banking Department.
Born in Spokane, Washington, and raised in Tiverton, Rhode Island, Attorney Leonard received her Bachelor of Arts
in Political Science and Philosophy from the University of Colorado, Boulder and her Juris Doctor from
Northeastern University School of Law. She is a member of the New Hampshire Bar Association, Manchester Bar
Association and the Real Estate Section of the New Hampshire Bar Association. She is also an avid equestrian and
hiker.
